Key Findings

  • Phone quotes are 1.9x faster on average than online forms — counter to the industry narrative that digital is the "fast" channel.
  • Michigan is the slowest state for quotes (8m 22s by phone, 15m 21s online), driven by no-fault PIP requirements that force extra disclosures.
  • Ohio is the fastest (4m 16s by phone) — minimum coverage is simple and most carriers pre-fill from the BMV.
  • Online forms abandon at 47% before a quote is delivered, vs. just 8% on phone calls.

Methodology

CoverShield trained 24 mystery shoppers across 10 states. Each shopper requested a quote for the same scenario: a 2021 Toyota RAV4, 35-year-old driver, clean record, $100/$300 liability with $500 collision deductible. Shoppers contacted each of the top 12 carriers (by 2025 NAIC market share) twice — once by phone, once via the carrier's online quote tool — between January 8 and April 22, 2026.

"Time to quote" is measured from first ring (or first form field) to receipt of a numeric premium the shopper could bind on. Abandonments and transfers exceeding 20 minutes were recorded as non-completions and excluded from averages. Raw data is available on request to verified journalists at research@covershield.live.
